Similarities between these two approaches:
Henri Fayol is called the father of management. He gave some basic principles of management. Max Weber got interested in social aspects of organization. Weber presented specific kind of organization called “bureau” and gave some basic characteristics of bureaucracy that were ultimate result of Henri Fayol’s principles.
• Both emphasized on specialization or division of labor “each person should perform a given and assigned task”
• Authority and responsibility
• Justice and fairness on the part of managers
• Both focused on increasing productivity
• Both opposed the view that “too often organizational decisions and rewards were made because of who the worker was (possibly a relative of manager) or who the worker knew rather than on the performance of worker”.
Part b:
similarities are equally applicable to public and private
Organizations:
Application of these similarities in public and private sectors depends upon how people respond to the work of public and private organizations. People differ over the degree to which they influence day-to-day operations of public agencies because they do not know their rights and procedures of government agencies.
Although there are lot of differences between Public and private sectors as private sectors are more efficient and democratic.
I think that these similarities are equally applicable in both sectors as
• Specialization or division of labor helps perform better to both sectors.
• Each person with some authority is also associated with some responsibility.
• Both sectors want to improve their productivity rate.
Part c:
Weber’s point that are more vivid in public sectors:
Hierarchy of authority:
This point is prominent to some extent in public sectors
Impersonality:
Activities are completed impersonally in this sector
Written rules and documents:
All the work in organization is written
Specialization / division of labor:
Each person is associated with assigned task
Weber’s point more vivid in Private sector:
Efficiency:
Private sectors are more efficient
Promotion based on achievement:
This rule is more prominent is private sectors
Hierarchy of authority:
It is also associated with private sectors
Written rules and document:
Private sectors have also rules to follow the written rules strictly.
